Monitoring Systems Strengthening

Strengthening Outcome- and Impact-Oriented Performance Systems

Jidi works alongside partners to strengthen outcome- and impact-oriented monitoring systems that enhance performance management, accountability, and adaptive programme delivery. Rather than designing systems on behalf of partners, we facilitate structured processes through which partner clarify results pathways, refine indicators, strengthen reporting flows, and embed learning routines within existing institutional structures.

Our approach integrates behavioural insight and systems thinking to ensure that monitoring mechanisms influence management practice, decision-making culture, and strategic alignment. Through iterative accompaniment (combining technical guidance, facilitative dialogue, and hands-on mentoring) we support partners to internalise monitoring functions and strengthen institutional ownership.

By linking data use to reflection, course correction, and collective interpretation, we enable partners to move beyond activity tracking toward sustained, outcome-level performance; while retaining full institutional control and long-term capability.

What we have done

Assignment description

Jidi facilitated a participatory process to strengthen Policy Forum’s monitoring, evaluation and learning system for advocacy, policy influence and member reporting. The assignment clarified outcome indicators, reporting templates, data quality processes, learning mechanisms and pathways for MEL system automation, enabling the network to move beyond activity tracking toward evidence-based advocacy, adaptive management and institutional learning.

Assignment description

Jidi developed analytical tools to strengthen WAJIBU’s accountability reporting, including an issue choice matrix and outcome monitoring plan. The assignment improved how accountability issues are selected, prioritised and tracked, enabling stronger evidence generation and clearer monitoring of how accountability reports influence public finance governance, citizen oversight and reform dialogue.

Assignment description

Jidi contributed to the development of the Health System Strengthening Operational Plan, translating national health system priorities into coordinated implementation, resource mobilisation, partnership and monitoring mechanisms. The assignment helped organise previously scattered system-strengthening efforts into a more coherent operational framework for resilient and sustainable systems for health.

Assignment description

Jidi facilitated the development of READ Tanzania’s 2026–2030 Strategic Plan with an embedded MELR architecture, results framework and sustainability pathway. The assignment positioned READ as a system-strengthening partner in school libraries, literacy, teacher practice and digital inclusion, while linking institutional growth to evidence-based planning, accountability and adaptive performance management.

We don’t just fill gaps,
we bridge them.
